Regulations are a statutory instrument (a form of legislation) made by a Minister (Statutory Instruments Act 1977). Regulations apply to all participants in the sector for which the Minister is responsible; in this case, the electricity sector.
A General Determination (“GD”) is a statutory instrument issued by the Regulatory Authority, pursuant to section 62 of the Regulatory Authority Act 2011, in order to carry out its regulatory functions.
